Webhow do i get victory rush i’ve done the pq multiple times and gotten the ultimate finish every time but i don’t get it

Webi initially wanted to bring victory rush, since someone said strike ultimates are rare.

I haven't found a single one since starting and i don't see any in the pqs.

Do i need an uf or does a certain character drop it.
